摘要：QFII轨制若是能顺遂实施，对中国成本市场的慢慢开放和成长是有利的。但此刻中国成本市场的轨制性缺陷却对QFII轨制的顺遂实施组成了障碍。必需从改良成本市场轨制和促进法制培植入手营造一个优越的投资情况，才气为QFII轨制的顺遂实施奠基一个坚贞的根柢根底。

Calm thingking about the implementation of
QFII system in China securities market

Abstract: If the QFII system can be implemented favourably, it is beneficial to the gradual opening and development of China capital market. But the institutional defects of China capital market form the obstacles of the smooth implementation of QFII system.. Only starting with improving the system of capital market and promote the legal construction to build a good investment environment, can we Establish a solid foundation for the smooth implementation of QFII system.

2002年7月，证监会主席周小川在深圳指出，中国将执行“及格的外国机构投资者”（QFII）轨制。姑且，QFII轨制成为市场和学术机构的热点话题。笔者感受：QFII轨制对中国股票市场的优点是不言而喻的，但鉴于此刻中国证券市场的现实状况，对于QFII轨制是否能在中国成本市场开放过程中施展应有的浸染、顺遂引进中长久资金却不得不作一个镇定的思虑。
